How Public Insurance Commitments Reshape Human Capital Pipelines
Can a credible public commitment reshape a workforce pipeline before posted wages visibly adjust?
Using China’s Long-Term Care Insurance pilots and nationwide college-admissions data, this paper studies how the creation of a durable payer changes who enters nursing and how the selectivity and composition of the training pipeline respond.
Research question
Commitment before compensation.
The paper focuses on the labor-supply side of care capacity. Rather than asking only whether insurance raises utilization, it asks whether a credible public financing commitment changes educational choices upstream of the labor market.
This makes the human-capital pipeline itself an outcome of policy design.
